Former President of Tanzania Benjamin Mkapa was recently at Zhejiang Normal University’s Institute of African Studies and the China-Africa Business College. He delivered a lecture, titled “Unscrambling Africa in the New Millennium,” that was attended by an American Fullbright scholar Zander Rounds.
